Listening to this interview<\/a>\u00a0was helpful. I think Galtung is generally right and very reluctantly I find I might be persuaded that some kind of armed force may be important in simply protecting minorities. This is stated in the conditional because I also have serious doubts that ANY armed force can be sufficiently restrained when they have lethal weapons. Nonetheless a debate is needed. I have often thought that the distinction between the police and military has been hopelessly elided and confused. The military killing machine has been sent to do the work of police (upholding the law and protection of citizens), or at least that has been the pretence ( the new colonialism or R2P and all that), and the police have been militarized in both hardware, training and practice.
\nA tiny sliver of hope arises in our Canadian context in that the new Prime Minister has decided to withdraw our few planes from bombing in Iraq. We hope he actually does this, but we should have no illusions that he will move in the direction that Galtung recommends.<\/p>\n","protected":false},"excerpt":{"rendered":"
